I was told not to clean my Fish filter case just change the pads is this true.?

They said at the pet store it is good not to clean the filter case so bacteria colony's can form.They said it was a form of good bacteria.And what does it mean when i hear cycle a tank.I change about 15 percent a day and it seems to work out fine.Does ammonia generate it own bacteria which i turns feeds off the ammonia.

Good bacterias are bacterias that turn:
Ammonia (toxic) -> Nitrites (toxic)
then:
Nitrites -> Nitrates (non-toxic)

Ammonia mostly comes from fish waste.

Tank Cycle:
When you start a new tank, there's no ammonia/nitrites/beneficial bacteria. Once fish produces waste, ammonia is eventually created.
This is poison, and will harm your fish.
So you need good bacteria to counter the ammonia. Good bacteria feeds off ammonia. It is naturally created when ammonia/nitrites are present. But they build up very slowly, and will probably get the fish in your new tank hurt.
Once your bacteria colony is done building up to the size that can handle your tank's load, it will keep ammonia and nitrites always at 0.
At this point, we say your Cycle is finished.

Your filter:
Bacteria live on object surface, such as gravel and decoration.
They need ammonia/nitrites(their food) and oxygen to survive. The majority of your beneficial bacteria resides in your filter. Mostly your filter media and sponge.
If you clean/change your sponger and filter media, it might kill most of yuor bacteria colony. Therefore, you're almost starting over with your cycle, where it is dangerous for fish.

So how do you cycle a tank?
To make story short, there are 2 ways. Cycle with hardy fish, or fishless cycling.

So how do you clean your filter?
Dont' change all media at once. Change half today, and the other half months later.
As for the sponge, you can dip it into tank water and shake off a lot of crap. But avoid rubbing it.

And it's very crucial that you don't clean your filter, or change water using tap water without conditioner. Because there's chlorine and chloramine in your tap water. These will kill your beneficial bacteria. So mix with conditioner first for a minute or 2.
