what kind of 3-9x40 sniper scope will fit on a Tippmann U.S. Army Carver One paintball marker?

I am getting a Tippmann 98 barrel for it and a bipod

Any scope that fits the rail. In the case of a Carver One, it's a picatinny rail. Look for scope mounting hardware that fits picatinny rails.

That being said, you're making a serious mistake. Even a 3x scope is drastically overpowered for the ranges you'd be shooting at. If your sole interest in a scope is making your gun look tacticool, you can find far cheaper scopes. If you actually intend to use it as a sight, you're wasting money even if you get a cheap one. Unless you're using something like Tiberius First Strike paintballs, your maximum effective range is under 150 feet, and that's using indirect fire, for which only a grenade launcher sight would be useful.

Another concern is that most scopes are constructed with firearms in mind. In other words, with the assumption that if a projectile comes right down the pipe through the scope, you won't be worrying about a damaged scope. Or anything else, ever again. Most good quality magnifying scopes will be instantly destroyed by the first paintball that hits them in-line, and damaged, possibly beyond repair, by the first lateral hit. The optics are delicate. You can get polycarbonate end caps for scopes, and they will protect against an up-the-pipe shot, but you still might see optic damage from the shock of the impact. The caps also reduce vision quality, since they're never as optically perfect as the scope lenses themselves.

All that being said, if you still want a useful sight on your gun, you should look into red dot sights. Some of them look quite close to a real scope for tacticool purposes, are much cheaper and more shock resistant (especially ones designed for shotguns or paintball guns) than a scope, and can actually be used on a paintball field without getting a close-up of someone's nose hairs.
